Is this a resume template?

No. It helps you capture the underlying evidence that can later strengthen a resume, interview story, promotion case, portfolio, or career conversation.

Can I use this if I am not currently job searching?

Yes. The best time to preserve career evidence is before a transition becomes urgent.

Should I include confidential company information?

No. Use generalized, permitted descriptions and avoid confidential employee, customer, or proprietary business information.
